If reasonable accommodation is required to complete the application process, please contact the City Manager’s Office at 541-269-8912 during the hours of Monday through Friday, 8:00 a.m. through 5:00 p.m. JOB DESCRIPTION GENERAL STATEMENT OF DUTIES: Plan, coordinate, direct, and supervise all operations and programs relating to the city's wastewater treatment plant, biosolids program, pretreatment program and water quality laboratory in a safe, continuous, and cost-effective manner, in compliance with local, state and federal rules and regulations. Plans, organizes, controls, and directs the activities of the treatment group; performs related work as required. SUPERVISION RECEIVED: Works under the general guidance and direction of the wastewater superintendent. SUPERVISION EXERCISED: Directs the activities of the treatment group which can include scheduling and assigning work, mentoring, coaching, training, developing work plans, and reviewing work for completion, evaluating performance and providing necessary feedback to employee, setting work standards, imposing or effectively recommending necessary disciplinary action, responding to grievances, and making or effectively recommending hiring and termination decisions. The treatment supervisor may supervise the following positions: Lead Operator, Operator II, Operator I, Operator in Training. TYPICAL EXAMPLES OF WORK: An employee in this classification may perform any of the following duties. DESIRABLE QUALIFICATIONS FOR EMPLOYMENT
KNOWLEDGE, SKILL AND ABILITY: It is anticipated that the treatment supervisor has the knowledge listed under “Experience and Training”. It is anticipated that the treatment supervisor has effective oral and written communication skills. Is proficient in the operation of standard office equipment including computers; and operation of listed tools and equipment used. Possesses skill and experience dealing with the public. It is anticipated the treatment supervisor has the ability to plan, assign, and supervise the work of subordinates to accomplish goals and objectives; and assist the wastewater superintendent in preparing and presenting comprehensive written and oral reports on technical and complex issues to a nontechnical audience.
High level of technical expertise in wastewater treatment, including activated sludge treatment, anaerobic digestion, and solids handling, and a broad knowledge of wastewater utility operations. Knowledge of modern principles and practice of a public wastewater treatment plant operation, and maintenance methods, materials, and equipment used in treatment plants. Knowledge of the federal Clean Water Act, the National Pollutant Discharge Elimination System, Oregon Department of Environmental Quality, and other applicable rules and regulations pertaining to wastewater and their relationship to the wastewater utility. Ability to interpret and apply applicable local, state and federal regulatory requirements. Knowledge of principles of supervision and personnel practices, and budgeting and records keeping. Ability to work under time constraints, manage evolving situations, perform multiple tasks effectively, evaluate and motivate staff to maximize organizational efficiency and effectiveness.
Ability to read plans, specifications, engineering drawings, and interpret maps. Ability to develop and implement operations and maintenance management programs and procedures. Strong leadership, communication and organizational skills. Ability to plan, assign and supervise the work of subordinates to accomplish goals and objectives. Effective written and oral communication skills. Ability to make appropriate decisions, apply independent judgment, solve complex problems and prioritize support activities and programs in a cost-effective manner. Working knowledge of Computer Maintenance Management Systems (CMMS), which includes the ability to create job plans, preventative maintenance plans, and run relevant reports. The treatment supervisor must have a valid State of Oregon Wastewater Operations IV certification or the ability to obtain these credentials within six months. The treatment supervisor must have possession of or ability to obtain a valid Oregon driver's license. The treatment supervisor shall not unduly risk the health or safety of themselves or others in the workplace. After (regular) hours work often required as this position is considered “First Response” essential personnel which is required to report to work for scheduled shifts, as well as any extra hours required.
ESSENTIAL FUNCTIONS: An employee in this position must have the ability to read and interpret complex regulations; to multi-task and complete work in a timely and accurate manner; to work independently; to communicate effectively orally and in writing. Must have a thorough knowledge of modern principles, practices and techniques in construction, engineering, and administration especially in the area of wastewater treatment and collections. Must be able to develop and maintain positive cooperative team-oriented relationships with co-workers, supervisors, managers, and other you come in contact with.
EXPERIENCE AND TRAINING: Minimum of an associate degree in water/wastewater technology, engineering, or environmental science, six years of field experience in wastewater treatment/operations including at least three years of being direct responsible charge, two of which must have been in a role leading other staff; or any satisfactory equivalent combination of education and experience.
TOOLS AND EQUIPMENT USED: In the performance of job duties, the employee will use a personal computer and various software programs; computerized maintenance management system; motor vehicle; calculator; base radio; phone; copy and fax machines; and other related tools and equipment.
PHYSICAL DEMANDS: The physical demands described here (including lifting, mobility, movement, manual dexterity) are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. In the performance of job duties, the employee will work in an office setting as well as outdoors and can be exposed to inclement weather. A moderate amount of outdoor work is required. Hand-eye coordination is necessary to operate computers and various pieces of equipment. While performing the duties of this job, the employee is frequently required to stand; sit; walk; talk or hear; use hands to finger, handle, feel, or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to climb or balance; stoop, kneel, crouch, or crawl; and smell. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required of this job include close, distance, color and peripheral vision; depth perception; and the ability to adjust focus. Manual dexterity and coordination are required to perform the work. This is used while operating equipment such as computer keyboards, calculator, telephones.
WORK ENVIRONMENT: The work environment and working conditions described here are representative of those that are typical of the job and must be met by an employee to successfully perform the essential functions of this job. In the performance of the job duties, the employee will work in outside weather conditions. The employee occasionally works near moving mechanical parts and in high, precarious places and may be exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration. The noise level in the work environment is usually quiet to moderate. The field work environment frequently involves machinery and construction noise.
